Just bought a 2011 trek ex9, and the fox forks have a black inner knobbly on the top of the right fork leg,it says lockout force on it,is this supposed to move independently of the outer blue lockout lever,or are they as one? They also have a blue low speed compression adjuster on the top of the right leg too

Supposed to move independently ( black & blue lockout lever) the black one can be stiff so try holding the lockout lever when you adjust the lockout force, if jammed either dirt underneath or the adjuster assm. Has seized, best to replace as don't rebuild well if at all.
