got a 20'' c-t frame to sell
measures 17'' c-c.
is that about right?

I think thats how they are, yeah. Think most frames are measured C-T, apart from the my old 19inch (C-C) marin that was a bit closer to about 27inches C-T.
Bought for christmas by my parents, for me to grow into. I also got a "suprise" present, which was a set of B&Q step ladders.

on-one don't do a 17" 456 frame as far as i've been told, they do 16" 18" 20" so it must be a 20" c-t.
