simple really
You take a piece of film - in this case a [often used] clip from Der Untergang [Downfall] - you then just create some subtitles to follow the timeline, I used VisualSubSync

There was also an old firm version of this a while back where the rangers boardroom coming up to transfer window closing was the basis. Also very funny. Think I liked this one even better!
