A weapon is a weapon I guess, I'd rather not have it aimed at me, but I have similar feelings about Gatlin guns, SAMs and Tomahawks (both kinds).

Is it not a wee bit more nuanced here- killing people with lasers is allowed but blinding them is against the geneva convention. Which is weird, but also gives them a bit of difficulty in the pitch.
