WTD: Cheap Cross Frame

Hi,

I’m looking to build up a do it all / winter / hack bike so am on the look out for a cheap cross frame to base this on.

Things I’d like are:

– frame and forks to fit a 5’10” rider
– need to run cantis
– rack and mudguard bosses
– steel ideally
