Less socially acceptable than Roper's suggestion, but you can go as both a superhero and a villain at the same time – go as Gordon Brown.

a good friend went to a halloween party as Harold Shipman a few years ago. All you need are a borrowed labcoat, cereal box, a4 printer and an internet connection. Stand back and wait for the horror.
