Technically it’s about negligence. Your policy covers your legal liabilities to pay for damage to other people’s property, its not automatically covered the way damage to your own property would be.
Have you done all that a reasonable person could have done to prevent the damage occurring?
If you check your roof, there’s no obvious problems and then a storm rips tiles off, then you probably haven’t been negligent and you, and your insurers are not legally liable to pay for any resulting damage.
If you know you have lose tiles and do nothing about it, then you would be.
I suspect that practically, most insurers pay as the cost of establishing the facts and arguing the toss aren’t worth it.
