Well, yes. Commercial realities sometimes stop companies from doing quite what they would like to do. Though in any case, phoning up insurers tend to lead to a drop in the quote, in this case you got a drop corresponding to the amount of the weighting for the speeding, but that doesn’t mean they’re ignoring that risk- they’re just cutting into their profit margin to retain a still-profitable customer.
