    I don’t know what the previous owner has painted it with but half of it is peeling off

    How can I remove it to paint it again?

    The Bonzo’s did ‘My green half of the drainpipe’, if you need some music while you work. Sorry, that’s not a lot of help. Stripper would probably eat the plastic, and a heat gun would melt it.

    Might be easier and cheaper to buy a new length of pipe, prepare it properly (sand/prime) and paint it fresh.

    much easier to replace it. Plastic downpipe is cheap.

    Brake fluid might work – it works on car paint without harming plastic, but I don’t know about house paint. It’s also (surprisingly?) biodegradable.
