Is there a phrase to describe a situation where something good you do is overlooked or not given credit for, but when something bad happens that is outside of your control is blamed on you?

An example might be Nick Clegg in coalition government, only wheeled out to give bad news whilst Cameron took all the credit for anything good that happened.

I suppose you could say scapegoat, or fall guy, but is there anything more descriptive or eloquent?
