Has anyone ever tublessised these rims?

Stuck some Stans rim tape in, stuck a tire I’d used on an existing tubeless rim (Stans Flow) and a load of Stans fluid in. The thing doesn’t show any signs of wanting to catch sufficiently on the rim to make a seal. Tried a track pump, and CO2, the air/gas just leaks out as there’s not even a partial seal.

Have tried leaving a inner tube overnight to push the tire into the rim, but it just doesn’t want to “attach”. Is this rim just not suitable for a tubeless setup?
