    Andy W is correct, there is no lockout on the RP3. You have 3 propedal settings, – is minimum, middle is middle and + is max propedal.

    Yep as said RP3 = Rebound Propedal 3 settings

    No such thing as a RPL or RLP only Float RL as far as I'm aware.

    Edit actually there is an RPL, ah well you learn something new every day…

    The RP23 doesn't have a lockout either, it just has more pro pedal settings, 6 in total!

    You can get it tuned so that it is near as can be to locked out. Had this done to my RS Monarch 4.2 which has a similar setup.

    3 settings plus "off"

    From Fox website:

    ADJUSTMENTS
    – Tuning range adjuster with
    3 ProPedal positions

    – (2) Medium
    – (3) Firm

    2 positions
    ProPedal On
    ProPedal Off

    Yeah the 2 means on-off and the 3 is the number of settings, probably thinking of the septune.
