I’m pretty sure the motorist claimed the sun was in his eyes and that he was distracted by the horse riders rather large assets.

There’s a fair chance that the driver would be badly injured or killed as a ton of animal comes through the windscreen – which is probably another reason fewer horses than cyclists are hit… But I’d rather be on a bike on an A-road than a horse, considering the way some drivers interpret the highway code.
