I got stopped last night fo rnot having lights on my bike. Admittedly i was in the wrong and the police officer initially said he would fine me £30. However nothing was issued there and then apart from my name and adress taken and a bollocking and he said he would visit me this evening. For a fixed Penalty Notice should he have issued anything at the time? I’m quite interested as to weather he is scaremongoring or not!
