    It’s to account for misalignment between stems and the headset, I believe

    slide
    bearing cap, scuff washer, any spacers,
    and then stem over steerer.

    It goes between top cap and stem/spacers and it’s to stop the stem squeeking on the top cap whilst the top cap is scoring your steerer 😀
