Can a rear air shock i2i 200mm be fitted to a frame taking i2i 190mm? Any issues there?

Depends on the frame. And the stroke. Can you be more specific?

If will of course raise your BB slightly and steepen all the angles.

A Scott Octane frame. Shock – Manitou air something (I have it in the spares’ box so no expense there).

if theres adjustable geometry (by moving the shock mounts) then set it to low/slack with the long shock, should mimick the tall/steep setting, but with about an 2/3 inch more travel.

If no adjustable geometry BB will be 3/4 inch higher, and HA steeper.
