Liking my Pearl Izumi Cargo base layer. You would have to stick any bolts in a sealed bag but otherwise it would carry those basics you mention without issue.

This finally turned up.

Feels comfortable with 2 500mL soft bottles. Barely noticeable under a jersey.
Just enough room for a CB17 multitool & wallet.
Only problem is the phone pocket is only big enough for an iPhone 5, but a 6 in a Life Proof will just fit but you can’t close the zip.

My Piggy arrived yesterday. Looking forward to fitting it and trying it out. Went for a ride on Thursday without a backpack for the first time in 20 years and really enjoyed the freedom

Bottle cage zip tied to frame, small bottle, multi tool strapped to frame, phone and money in pocket, occasionally small lock in pocket. That’s it.
