    Want a portion of an A3 piece of paper as a square shape or rectangle in mm?

    Depends what exactly the OP is trying to ask, but that isn’t 10% of an A3 (297mm × 420mm) sheet.

    It is 1%.

    looks bang on, for this purpose I’m thinking my 210 x 59.4 will suit best.

    Your question would be clearer if it included the word “area”.

    10% of the diameter is obvious.
    The diameter of a circle with 10% of the area is a bit trickier.

    A = ? r²

    So for 10% area:

    A/10 = ? r²

    Then rearrange for r.
