Exactly what I was thinking, very ‘Nighthawks At The Diner’ in style, and I’m very fond of Hopper’s works.
One telling item is the copyright in the bottom corner, Fantasy Flight Games…

Not so wierd, I’m right-handed, but I use my left hand for quite a few things, I can easily imagine someone writing notes, or a diary or an outline for a book with their left hand, and picking up their coffee cup with their other hand.
Just reading the artist’s comment, the game company does Arkham Asylum games, which explains a lot of the weirdness, the bloke at the table with the dark glasses appears to have a hand or part of a hand round his throat, and I like the bloody hand print on the glass behind him.
Wish I could paint like that, and create images like it.

I’d be more worried by that creature lurking under the glasses (“all tentacles and lattes” I think her notepad says) and of course the Illithid sitting at the bar.

If that’s a railway carriage, the rest rooms are outside….
