Acrobat is the best way to create PDFs but it is pretty far from free (or easy).

Easiest way is to write a Word doc then either convert it (see recent thread about this) or if you're using Word 2007 just do Save As.. PDF.

I use cutepdfwriter it's ded easy – just press print & then choose it instead of your printer

Second cutepdf. Install it and it then appears as a printer. So you can simply print any file from any application and it will make a pdf 🙂

And it is free…
