worst: lake winter boots, utterly utterly overpriced piles of dog toffee. I've had flip flops that kept my feet warmer and dryer.

Best: pretty much anything made by Gore, especially Windstopper products including the Windstopper Buff.
Worst: er, can't think of anything.
Edit: I love my Merino Sealskinz and can't understand the complaints.

Best: Northwave Celcius boots. Awesome at their job, simply astounding. Honorary mention must also go to my excellent Endura windstopper gloves.
Worst: Crap stuff goes out pretty quickly but I did have some Giro winter gloves. They were very warm and waterproof but they had this liner stiched inside which turned inside out every time I tyook them off, it was a nightmare getting my fingers back in the holes.
Plus the finger ends wore out after a single winter.
