Not everywhere. Only 1 in five tories would vote for him for leader apparently. From the horse’s mouth as it were:

Northwind, what is decieving about a statement of fact from the poll as shown in the link? He may be second but still only 21% would apparently vote for him as leader which happens to be 1 in 5.

WHich makes him the second most popular. You’re mistaking “not first choice” for “not popular”. And also “wouldn’t be my first choice” for “wouldn’t vote for him”.
