When I am King I shall make this law:
All roads closed to motorised vehicles on weekends.
All roads to be HGV & Coach/Buses only on all roads between the hours of 10:00pm and 6:00am
This will ensure that local spending and community awareness increases.
That alternatives to road freight are forced.
That motorways are clear of boring 3 lorry over taking malarkey.
That I will have the motorways all to myself every weekend.

limit them all to 56mph so they wont have a need to overtake.

imagine their frustration at not being overtake me chilling out at 54mph! 
because the world doesn't revolve around you.
However when you need a blood transfusion and heart replacement and they're not allowed to bring it as it's outside of your time limits, you'll know why yours is a dumb idea.

Why not just only allow the HGVs to use the roads at weekends, while they are closed to all other traffic

If I was king ... I'd abolish the monarchy, much of parliament, lords and other parasitic hangers-on and just have a very modest administration to manage the country. I believe in Iron Age times they used to have something called sacrificial kings, that were routinely sacrificed to the gods after 19 or was it 20 years service, or they were offered up if things went wrong to appease them.
Perhaps if that law was still in play, we wouldn't have so many problems?! But then life expectancy was about 30, so probably they didn't have to worry too much about being sacrificed. My Ms Hyde e-personality is also now why I'm giving up internet forums. Hate and Darkness ........
