    Usually when you lose an employee and replace them straightaway. That’s certainly what we mean in my workplace.

    You’re keeping the same headcount by replacement of a resource who has moved on.

    If someone is long term sick you get someone else to back fill that position, could be a contractor or an existing head.

    covering for someone really but it aint yer real job
    from backfilling a hole- using the material you removed fromt he hole in the forst place
