Perhaps they walked up and didn’t realise about the ban until someone told them or that there was another way down.

there is a voluntary code that no cyclist will use the path between (i think) 9:00am and 5:00pm from May to September. This is also signed up at the foot and top of the path.
It doesn’t mention the penalties but I suspect the ultimate step would be a complete ban on bikes on the mountain.

No bikes between 10am and 5pm, 1 May to 30 September.

It’s a voluntary agreement (of long standing) so no penalties as such but not cool to break it.

riders sticking to the agreement gives a great precedent for open access in Wales.
