Patagonia Merino or Capeline – best baselayers I have.
Howies merino are good too – but not sure if they do a higher neck.

Helly Hensen from their outlet shops – got a high neck with a zip on them – really comfy.

picked up a cheap, thin, high neck fleece from Matalan a winter or two ago. @ £4. Good for a winter or more. Didn't wash too well but still using it now. Opposite end, got a Merino top from Ground Effect NZ which is great and has withstood washing and smells less than I do 😉

I was going to recommend reed, chillcheater but there website appears to be down. They do a high necked fleece thermal that is pretty good.

Depends on use, walking the dog try M and S thermals , biking agree with Ground effect route, try TK Maxx for some got an aussie brand last year brillant. My experience of Howies less than good, in matter of fact shoddy poor quality overhyped gear.

Icebreaker merino, think it's called 200. Is very thin, has high zipped neck. Has lasted for years, excellent quality but not cheap. This one, check out the men's:
