As far as I can tell, the distinction between jungle and drum’n’bass was based on whether you wanted to be taken seriously by a white middle class audience. I remember a kid at my school telling me that jungle was dead, then the next month Timeless came out.

This was back when it was seen as proper white Escort music – basically a fad offshoot of rave. Everyone thought it had burned itself out. Then Metalheadz came along, Mercury Music Prize, etc. etc.

BTW 1996 is roughly the cut off between jungle and dnb, although it’s just the drum patterns IMHO.
