Same points, same goal difference so it is down to goals scored. 4 for usa 2 for england

They work it out on goal difference first then, if that is the same for both teams, goals scored. If THAT is also the same, they draw lots. (Seriously).

For example, if all games in a group finished, say, 2-2, all four teams get put into a hat and two teams drawn out.

EDIT: I am not sure if they also consider performances against each other (this happens in some tournaments). For example, had USA lost to us but we lost to another team but goal difference/goals scored were identical, would they choose England over USA because we beat them in the group.

I agree with maxray – if England can beat any of the decent teams in the tournament, then fair-doos to them, but scraping a 1:0 win against Slovenia, 25th in the World with a population of 2 x Birminghams (oh God, there's a thought)….

I never met a SINGLE English person who thought England were going to win. A lot who WANT them to win though.
