    can a clever headset make this work? and if not, does anyone got any bargain frame ideas that will take tapered forks? not fussy about frame material.

    Nope.

    They sometimes sell paint seconds of the carbon 456 cheap which is probably one of the cheapest ways to get a frame that takes a tapered fork.

    Not sure if any of their steel frames take one.
