    22 mm will move around and just barely expose spoke holes, WTB recommends 28 mm tape for tubeless, so perhaps 25-28 mm would work for non tubeless rim strips?

    Just use 28mm tubeless tape then. That way, if you ever decide to go tubeless then they’re ready.

    I don’t have any interest in tubeless, seems like more hassle to apply and take off in the case of spoke repair.

    I’ve had to repair an awful lot more punctures than spokes.
