I need to make a recommendation to a client and I know nothing about these. Are the tech specs the same between the 32 and 64, just different memory sizes?

Yes, the same.. the 32Gb only has about 16GB spare after taking into account the OS etc. (the 64GB has 46GB spare).

Depending on what they are using it for it may not be an issue because the ‘metro’ style apps on the whole are quite small.. plus you have the option to add extra storage with an SD card or USB pen/drive..

The Pro’s run ‘full windows’ at the expense of size (a bit fatter), battery life and, er, expense! The screen is also better resolution on the Pro and pressure sensitive for use with a stylus.
