I'd say high rise as the're best ridden 100% in the drops. Well actually in the bend as the drop section is very short.

I just fired a 80mm 10deg one on mine, seems OK.

poddy's build thread and my utter boredom means Im finally going to put the 21" scandal into a monstercross.
With such a big frame it means I dont need to worry too much about getting the bars way up high.
Just sorting out headset and cheap SqT cranks from classifieds as I type. And finger hovering over two front calliper BR-M495 mechanical brakes from On-one and hoping I can use a 180mm rotor on the back in the absence of the right adaptor (and the hirise stem and a 20T sprocket)
Have some 287 levers and midge bars sitting in the shed from off the pomp.

You want to get the top of the bars about level with your saddle, with the reach about the same as with flat/riser bars.
cheers mike. I reckon the 80mm 35deg OnOne stem should do that. If anything it might end up a few mm high.
why the scrawny rear tyre?
Mine will be SS so will need to be a bit more of a hefty chunk of rubber for climbing.

I think that was mid-build and the only bike working so I had to use it for a commute.
Sorry for delay! Definitely high rise and short - you will be riding almost entirely in drops with midges and, as you know, scandal has long tt.

ah but when on the road you ride on the hoods much of the time but have drops when you want them.

You'll find the hoods too high to be very useful, if you've set it up how Matt Chester suggests. I just ride in the drops all the time on Chester-set-up Midges.
I now have flipped Mary bars, because I'm more niche than you.

It's now front brake only, fixed and with 28c tyres. And still fugly.
Clink - are those road or mtb avids? If mtb how do they go with the brake levers?
Mtb with the levers that work with them (can't remember atm, but they pul the correct amount of cable - couple of types available now).
