Just remind them that you’re using the route to access the footbridge at the bottom, since the council have failed to maintain the bridleway ford at Scotton weir in a safe and usable condition, and that there’s an established right in common law to divert to the nearest safe crossing where they have failed to do so.
Some years ago Harrogate BC took on rights of way responsibilities as a trial project and employed a lady dealing with it, she got most upset when discussing nidd gorge and I pointed out that right to divert, because she knew damn well that I was right about their failure to keep the ford safe. Similarly, they planned a deal with the landowner to downgrade the bridleway down the steps at Birk crag to a footpath, because it was ‘impassable’ and wanted to upgrade the FP from crag lane to Cornwall road as a one for one swap. I said we would support the upgrade but fight the downgrade of the steps all the way as it was one of the best descents in the area, and offered video proof to show it being ridden… And that was the end of that.
