    OK, slightly obscure, but google hasn’t helped as much as I hoped.
    I know the cost of using it it pretty high, and it fills up quickly, but is it open at say 5 am?

    IIRC it’s open 24-hours. The people who stay at the hostel leave their cars there overnight.

    5am sounds about right. Last time I was there about 7.30 and there wasn’t a single space left.

    Yes, there’s no barrier overnight, AFAIK. It’s certainly filling up by 7am on hot summer days.
