Any suggestions for something where the main purpose is visibility, rather than warmth or water resistance. Something to go over other clothing without being boil in the bag. Thanks.

Altura Night Vision in some form, gilet, jacket or jersey.

Decathlon do a decent looking gilet for about £20 iirc.

have you looked at any of the Proviz stuff? I’ve only seen people in jackets which I presume are boil-in-the-bag but they are astonishingly visible!

other than that Bioracer do kit with visible reflective materials that are more sport oriented than leisure and aren’t in the usual neons.

+1 Proviz, I’ve got their vest, and its more than bearable as the back is perforated.

It weirdly kinda glows in anything other than bright light.
