I think that might be a bit flawed. Basing it on population means that it thinks Slough is a more significant local target than NATO HQ in Northwood, RAF Northolt, or Heathrow.

Looks like a targeting index of some sort. The more aggressive the strike, the smaller the population of the urban conurbation needs to be before it’s targeted. It’s also assuming they’d only use one device per target, so London would only get one of whatever warhead you chose.

According to that the nearest target to my house would be Nelson, Lancs.
