you'll write off the seatpost, but this is gonna happen anyway
but have you tried taking the saddle off and knocking the post down a little using a hammer,
    this should break the seal/bonding
then hopefully you should be able to move it by puting saddle back on etc,

or clamping it into a big vice and using the frame as a big lever

    lots of other ideas here

do you want to keep the seatpost?

if you do then take your time and use lots of patience

If you don't then hacksaw the top of the post of until an inch above the seatpost tube and then hacksaw two vertical lines aeither side of the seatpost – evntually the seatpost will fall in itself
(this is assuming its a carbon seatpost in an alu frame??)

Stick the seatpost head in a vice with the frame attached and twist the frame around it. This'll either break the seal in the frame, or tear apart the bonding in the head in which case you're knackered and it's time to get the jab saw out and waste a Sunday cutting it to bits.

You'll not snap the frame- the seatpost'll go long before that stage. It's the most sure fire way of sorting it (if any frame shows any sign of difficulty in the shop it's straight in the vice- had one today in fact, but the seatpost head bonding went).
