2008 Rock Shock Reba World Cups with poplock remote & carbon crown - they have been left upside down for some time and oil? has leaked from the -air chamber and run down the leg which has stained it (i'm guessing). When you rub it off it has also taken the top layer of laquer? 185mm of steerer, internally they are fine but could do with an top up of oil but other than that should be fine - lock out works well etc.
