A downtube shifter and a standard brake lever were (might still be) lighter. This was back in the day before off-the-shelf bikes were below the UCI weight limit.
Downtube shifter probably also allows friction adjustment of the front mech for some fine tuning.

I thought it was because the down tube shifter/brake lever is lighter than the sti unit.iirc he use it on his climbing bike. But I could be talking utter bollocks.

I thought TdF bikes had to be a certain weight, like F1 cars, and some teams have to put lead in the tubes.
UCI have a weight limit for bikes. Currently its 6.8kg iirc.
