Can anyone recommend a free photo editor for Windows 8 please?
    Preferably not the online ones.

Just something to do very basic touch-ups (Gimp is too advanced).

    Thanks!

Pixlr, either the download version or the online. Both are pretty good.

If you have an Adobe account, Adobe CS2.

Paint.net is my usual editor, occassionaly Picasa. Might check out the others mentioned to see if I’m missing anything.

    I’ve now tried Paint.net & Pixlr.

Preferring Pixlr because it has a straighten tool but mostly because it has a tablet mode which makes accessing the adjustments tools a little bit slicker.

Thanks again for the suggestions 🙂

If you want to “edit photos” with a Photoshop-a-like art package to actually touch up bits and change stuff around, Gimp is popular but I prefer Paint.Net (because it reminds me a lot of the old Paint Shop Pro). If by “edit” you mean the sort of things you’d get in-camera like white balance and exposure, then something like Picasa might be more appropriate.
