yes, I think so – lets the little bits stick to yr tyre and also maybe lubricates a little bit and makes, err, penetration easier

then there’s the law that nobody gets a puncture unless they’re in a hurry or it’s pissing down

Punctures of all sorts of things going in to the tyre are more likely when it’s wet. It’s the tyre/rubber that’s weaker.
