She has come home a little upset as the charges are a bit extreme £60 or £40 if paid within 28 days.

Always remember as a starting point that a private company can’t “fine” you. Pepipoo is a good place for detailed advice if you need it. But even if a landowner had authorised another company to fine people they still couldn’t fine you. It has to be a valid contractual claim, and that’s highly unlikely
