    Specifically, I've bought something which I've changed my mind about. Can I send it back and get a refund as I could if I'd bought it from Amazon?
    It wasn't an auction it was a Buy it Now / Best Offer purchase.

    Help please.

    Yes, they should conform to the reg's if they are in the course of business, registered with ebay or not.
