    Can you operate Avid BB5's with Shimano R400 levers?

    The road version (which may be BB7s), yes.

    Hmm, they're the BB5's on my Boardman.

    What causes them not to work, not enough pull leverage or summit?

    You can get road versions of both BB5s and BB7s. Yes – the problem is cable pull. Pre-hack STW, someone had modded the operating lever on a BB7 to get around this.
