Is he clipped in?

People talking about how safe it is – I don’t reckon the video maker is clipped in, and most locals don’t bother by the sound of things. Not sure it’s really via ferrata in the european sense, those chains are primarily for grabbing hold of apparently and it doesn’t look stunningly well maintained either.
