I have a blue sunline AM stem but need/want a black stem. Can you spray over the anodising? Or should i just buy another stem?

I doubt you’ll be able to get a good finish. You could have it re anodised black but probably easier just to buy a new one.

Yes you can. You have a couple of options both of which I have done successfully.
You can strip the anodise off using caustic soda and water. It’s dangerous if not done safely but works very well.
The other option is to sand off the original anodise either completely or dull it to provide a key for the new primer and paint.
I would choose the caustic soda method myself.

You could try Steve the Anodiser, see how much he’ll charge to refinish it. Surprisingly little, though, I think I was £120 for my frame and hubs and the finish is brilliant.
