    an awful lot of the journeys on the road are people going out to do “fun” things, and no more essential than going for a bike ride.

    Exactly.

    And if you’re commuting in town you are actually cutting congestion not causing it. Instead of critical mass style protest if every cycling commuter in the country drove in (or got a taxi) a particular day it would clog the roads and show that they actually cut congestion.
