Actually I believe that it is generally accepted that you can't do that.
The alleged facts as we have them provided by Spongebob (he hasn't posted a link and I can't find the story anywhere amongst the news items) are that this scam involved stealing identities from dead people.
Now if you are happy to engage in illegal activity such as this scam outlined/dreamt up by Spongebob, then there are plenty of other things which you can do to get yourself some money – such as shoplifting and mugging old ladies, for example.
