i’m guessing here but i think they are pointing out that there is a driver reading, what looks like, a kindle or map whilst about the go past a cyclist.

If I’m stuck behind a cyclist and a man with a thousand ladders, I’d want something to read too…

I think he’s never encountered a cylist before so he’s reached over to the glovebox and removed his printed copy of the Highway Code in order to ascertain the safest way to overtake.
