The letter was issued using the wrong surname, written to the equivalent of "Mores" instead of "Moses" (tho that's not our real name).
Is there any way she can challenge the notice? Yes, we know that it would be morally wrong, and she's happy to do the retraining course offered.
You'd be better off asking some I'll-get-you-off-motoring-offences type solicitor I reckon.
If she gets the chance to do the speed awareness course then she should. It's a worthwhile thing to do IMO (speaking from direct experience)

If it's the letter you've received then it's the NIP where it is asking you to declare who the driver is and it's sent to the person who the vehicle is registered in, so there is nowt you can do!

So,the police have made a typo on your surname,send the n.i.p. back saying 'no one of this name at this address',you're doing nothing wrong in doing this imho.Its up to them to issue the notice correctly,which they haven't done.
So,as previously said,employ the advice of a 'Mr Loophole'solicitor.
